The Planning & Zoning was established in January 2005 when Supervisor Pam Duke recognized that the Town needed to plan for a response to the sale of the Davis Arrowhead Farm. With Town Board approval, the committee was approved and members selected. Committee members were chosen as representatives of Town of Rochester at large: Planning Board, Zoning Board of Appeals, Environmental Conservation Commission, Historic Preservation Commission, Youth Commission, Education, Economic Development, Agriculture, Tourism, Rescue& Emergency Services, Open Space planning and conservation, and administrative experience.
The scope of the Planning & Zoning Committee was to review and discuss aspects of Town of Rochester that reflect popular concern. Issues were determined by feedback from Imagine Rochester, the Town of Rochester Survey, and public Town meetings. Subcommittees were formed that included volunteers eager to discuss such issues as rural character, economic development, natural resources inventory, historic preservation, planning code review, scenic viewsheds, conservation of forested open space, development of protection of Route 209, and revitalization of the hamlet of Accord.
When the Town Board decided to revise and update the Town of Rochester Comprehensive Plan, the Planning & Zoning Committee remained in force since its mission already coincided with the need for updating. It has been expanded to include more representation in the areas of economic development, residential development, agriculture, and the fire district.
