Announcements:
The August 11th meeting has been cancelled and will not be rescheduled.
The Supervisor’s office will be contacted to see if an Internet connection can be made available during the Task Force meetings for Tom Shepstone’s computer as access to the County parcel viewer would be very helpful during this mapping process.
Discussion:
Map discussion began with a brief catching up for the members absent the previous meeting concerning the Hamlet and R-1 mapping.
It was also discussed that at the earlier meeting the Chairs and consultant had agreed to review the Route 209 corridor again. There was some concern that the previous meeting changes were possibly being made inconsistently and a more specific approach should be used. An idea was presented to the committee and agreed upon. It was agreed that the previous Task Force draft map, the County Agricultural District map, as well as the present Rochester zoning map would be consulted for information.
Map discussion continued with looking at the Route 209 corridor on the draft map.
· The Task Force began at the Rochester/Wawarsing town line in Kerhonkson and reviewed zoning designations on a parcel by parcel basis along the Route 209 corridor.
· Zoning designations were established based on the criteria mentioned above. Parcels in the existing Business zone and also in the County Agricultural District would become primarily divided parcels with the Route 209 frontage area being zoned AB-3 at a 600’ depth and the remaining property zoned AR-3. Parcels in the existing Business zone not in the County Ag District were primarily zoned B. In some cases where creating a depth of the zone was appropriate the entire parcel was zoned B (as was shown on the previous Task Force map). Parcels in the former “F” (Flood) zone were reviewed on a case by case basis as the Flood zone will be no longer be a specific town zoning
designation and will instead be an overlay district based on FEMA maps.
Some parcels resulted in being changed because of this established criteria.
A few areas and parcels were left undecided and will be revisited at a later time.
The resulting Route 209 corridor is a mixture of Hamlet, AR-3, AB-3, Business, and R-2 zones.
Out of discussions the need to go back to the Schedule of Uses table periodically became apparent. The Schedule of Uses will be given a review after mapping is completed.
Next meeting topic will be the continuation of zoning map discussion.
AR-3 zone to be discussed next. Then continuing to R-2 and R-5 zones.
Meeting was adjourned at 9:00 PM
