Comprehensive Plan, Zoning Code, and Map Task Force
October 6, 2008
Meeting Notes

The meeting began at 7:00 PM at Town Hall.

Attending:      
Code Consultant: Tom Shepstone
Task Force Members: Mike Baden, Imre Beke Jr., Jeff Davis, Gerry Fornino,  Frank Kortright Jr., David O’Halloran, Diana Puglisi-Cilenti, Robert Rominger
Ex-Officio members: Kristin Marcell, Becky Paddock-Stange

Absent: Martha Tardibuono and Alonzo Grace

Chair O’Halloran opened the meeting.

Announcements:
Kristin Marcell of the ECC has been appointed as an Ex-Officio member by the Town Board. Her insight and comments concerning environmental issues will be extremely helpful to the Task Force.
Mike Baden reported briefly on the September Town Board Audit meeting where he and Tom Shepstone gave the Town Board an update on the progress of the Task Force

Discussion:
Map discussion continued with a discussion regarding I and R-5 zones.
Results as follows:
·       Area on Kyserike Rd. near Williams Lumber was discussed. This area had been reviewed at the prior meeting but was subsequently discovered to be an existing I Zone. The actual I Zone consists of 3 parcels behind Williams. Two of the parcels are bisected by the rail trail and none of the parcels appear to have right of ways for access. These parcels were a former creamery and also an old lime kiln is on one. After discussion it was determined these 3 parcels would be designated
AR-3 and the Williams Lumber and Lapp properties would be designated AB-3
·       Area near Friedlander Dr. (former PepperTree Furniture Co.) on Samsonville Rd. discussed as possible I Zone. No changes made. Remains as R-1 Zone.
·       Another existing I Zone at the intersection of Lucas Tpke. And Route 209 was discussed. This consists of 3 parcels. Vic DeMayo’s, the casting factory, and a vacant lot. No changes made. DeMayo’s and casting factory in B Zone and vacant lot in AR-3 Zone
·       Areas Zoned RC (White areas on map) by the former Task Force were reviewed as the former had set density as 3 acres and the new naming will be R-5 with a density of 5 acres. Parcels were reviewed on a parcel by parcel basis. Properties owned by the State or in conservation easements were designated as R-5. Other large parcels also to remain as R-5. A number of parcels changed to either AR-3 or R-2 Zoning.
        
As the mapping appeared to be possible to complete this evening, Chair O’Halloran requested extending the normal 9 PM end time to complete the map. All present agreed. The Draft Zoning Map has now been completed.

Meeting was adjourned at 9:30 PM
