Meeting Notes
The meeting began at 7:00 PM at Town Hall.

Chair David O’Halloran opened the meeting.
Announcements:
Vice-chair Mike Baden introduced Brenda Striano and Becky Paddock-Stange as Ex-officio members. Some Task Force members had questioned “new additions” to the committee after the May 19 meeting. It was explained that as the representatives of the offices of the town that will be using these codes every day they will be involved in committee discussions but not have voting powers. This is at the direction of the town board and the Task Force welcomes their input into the discussions.
Also announced was a seminar on flooding to be held June 10 at the Rosendale recreation center at 6 PM. A number of speakers will make presentations.
August dates for meetings were set. August 11 and 25.
Discussion:
Proposed zoning designation uses table was discussed. Zones R-3, I, and B were fully discussed with some uses added, moved, or deleted from the tables.
David O’Halloran began by stating that based on previous comments regarding the R-3 Zone it became apparent we are really discussing two vastly different zones. He held conversations with Tom Shepstone and Mike Baden and directed Tom to split the R-3 district into two districts for proposal. It was explained these would now be called AB-3 (Agricultural Business) and AR-3 (Residential Agriculture). The AB-3 district would allow for some business use in conjunction with the neighboring Business district but still recognize the primarily agricultural use of the properties. These properties would primarily be along the Route 209/Lucas Turnpike corridor and would reflect the County Ag District.
The AR-3 district would allow for more residential uses but still reflect the agricultural use of the properties. It also would reflect the County Ag District.
Majority of the membership agreed to the proposal and stated these new designations resolved concerns but several members cautioned uses, definitions, and mapping would have to be carefully considered.
The Task Force addressed the definitions, principle permitted uses, and special uses for these new districts. Both would remain 3 acre density.
The Task Force next addressed Industrial (I) district. As had been discussed previously mining was removed from (I) designation and a new Natural Resources (NR) district will be created. It was discussed that mining has its own challenges different from other industrial uses and made this separation necessary. The (NR) district will not be an overlay, but rather its own district. Attempts will be made to locate potential natural resource areas in the town that would not be intrusive on residential areas. Uses for both these districts were addressed with the main topic of discussion focused on industrial uses allowed by Special Use permit in the (NR) district. The discussion was tabled after many varying opinions with a note made to revisit this issue after the mapping of districts is discussed.
The meeting concluded with discussion of the proposed Business (B) district.
The schedule of uses was gone over and agreed upon.
A general note was made to revisit the schedule of uses in all districts after addressing the mapping of districts. A number of items have been notated to merit further definition, discussion and review when the text of the document and definitions are discussed.
Next meeting topic will be the beginning stages of zoning map discussion. The current proposed map from the previous Task Force will be the starting point for discussions
