PURPOSE: To evaluate existing communications and technology infrastructure in the Town and to research existing and alternative applications for the Town consistent with residents’ preferences, and to make recommendations for the Town’s long-term planning that will strive to balance the need for technological infrastructure improvements consistent with the Town’s current rural character and quality of life.
ACCOUNTABILITY: The committee members will be appointed by and are accountable to the Town Board and shall solicit and receive public input. This committee will have no authority in making decisions on behalf of the Town.
TERM: The committee shall exist until dissolved by the Town Board. New members can be added at any time by the Town Board.
SCOPE OF WORK:
1. Conduct an inventory of the Town’s technological infrastructure assets, including, but not limited to, hard-wired cable broadcast/broadband access, DSL broadband access, availability of satellite broadcast/broadband access, and cellular telephone towers and service reception.
2. Make recommendations on establishing a procedure for additional wiring for cable broadcast/broadband access under the franchise agreement with Time Warner Cable.
3. Make recommendations on preferred technology for improving broadcast and broadband service for business and home customers.
4. Make recommendations on Time Warner Cable franchise agreement improvements in preparation of contract renewal.
5. Advise the Town Board on telecommunications and information services for the government of the Town of Rochester.
6. Prepare written recommendations to the Town Board based on committee deliberations and resident input.
