PURPOSE: To evaluate the effectiveness and relevancy of existing Town zoning laws and enforcement, research primary land use strategies for the Town consistent with residents’ preferences, and to make recommendations for the Town’s long-term planning that will strive to balance the impact of future growth with the Town’s current rural character and quality of life.
ACCOUNTABILITY: The committee members will be appointed by and are accountable to the Town Board and shall solicit and receive public input. The committee will make recommendations and will have no authority in making decisions on behalf of the Town.
TERM: The committee shall exist until dissolved by the Town Board. New members can be added at any time by the Town Board.
SCOPE OF WORK:
1. Conduct an inventory of the Town’s natural and cultural resources, including, but not limited to, wetlands, streams, steep slopes, protected parkland and conservation areas, and natural “attractions,” such as significant view sheds.
2. Review demographic analyses to include current population, projected population growth, projected economic growth, and commercial, recreational, social and cultural asset requirements.
3. Analyze the potential build-out of the Town under existing regulations and other criteria, such as water resources, etc.
4. Review the Town’s current zoning and subdivision codes to identify areas in need of amendment along with recommendations on the priority of such amendments.
5. Identify sources of outside funding to support report recommendations and solicit such funding.
6. Establish sub-committees comprised of committee members and additional appointed subcommittee members to accomplish the goals of this committee.
7. Prepare written recommendations to the Town Board based on committee deliberations and resident input.
