The Economic Development Subcommittee is established under the Planning and Zoning Committee
PLANNING AND ZONING COMMITTEE PURPOSE: To evaluate the effectiveness and relevancy of existing Town zoning laws and enforcement, research primary land use strategies for the Town consistent with residents’ preferences, and to make recommendations for the Town’s long-term planning that will strive to balance the impact of future growth with the Town’s current rural character and quality of life.
ECONOMIC DEVELOPMENT SUBCOMMITTEE PURPOSE: To analyze existing economic activity in the Town and to make recommendations on zoning law changes that will increase the sustainable economic viability of commerce in the Town of Rochester in a manner consistent with the Town’s rural character, preservation of natural resources, and the quality of residential life.
ACCOUNTABILITY: The subcommittee members will be appointed by and are accountable to the Town Board and shall solicit and receive public input.
TERM: The committee shall exist until dissolved by the Town Board. New members can be added at any time by the Town Board.
SCOPE OF WORK:
1. Take an inventory of areas that existing zoning laws permit economic activity and make recommendations on potential changes to existing laws to encourage economic growth in a manner consistent with stated purposes and objectives.
2. Evaluate and make recommendations on how the Town Government might assist in the success of local businesses and engines of economic activity such as cultural, historic, agricultural and visitor resources, through new initiatives, tax policy, cooperation with new and existing organizations.
3. Analyze and make recommendations on infrastructure improvements that the Town Government might assist with in order to attract sustainable, low impact businesses and economic activity.
4. Review the Town’s current zoning and subdivision codes to identify areas in need of amendment along with recommendations on the priority of such amendments.
5. Identify sources of outside funding to support report recommendations and solicit such funding.
6. Prepare written recommendations to the Town Board based on committee deliberations and resident input.
